Basically, most american toilets shoot the water out along the entire underside of the rim, rather than in a big burst of ZOMGWATERGUN.
That's the only difference I saw..

Counties across the continental US (including the one I live in) will pay you a rebate if you replace an old, water wasting toilet with a modern, high efficiency model.

I don't actually recommend this though.  We did it with one of our toilets, and the goddamn thing clogs if you put more than a handful of toilet paper in it.
